I do not see just one Ultimate Evil. From all my research, my conclusion is that of Dr David Martin: that we are dealing with a small group of people at the top (he believes it is 39, if I'm remembering right), but not just one. So more than one person needs to be dealt with. Also every time you free one small group - like the people in Alberta - from the tentacles, you cut off a small part of the power.
