From memory: the 2 with the highest pro-mandate rate were Quebec and BC; the 3 lowest were the 3 prairie provinces, where one Alberta, has now elected someone strongly anti-mandate, etc. I prefer to see the variations and their causes, and the changes. I also know different countries and also different provinces in India had very different rates.
For evil, you seem to be talking about those very high on the evil scale, as well as supernatural evil forces. 6% of the poulation (the finding in Political Ponerology) - that's about 1 in 15 - 2 or 3 in an average Quebec college 40-person classroom - about 2 in an average school classroom.

For the 6% - the question as I see it is how to identify and remove from positions of influence and power.
I agree that rural communities are much more resilient and independent by their very nature - same here in UK. It seems that cities attract 'lefty herd people' who seek safety in crowds - might this account for the extremes we see in USA cities - tending towards Dems?

The vast majority of the mind-controlled are part of the 94% - meaning that the vast majority have the capacity for empathy. What I have observed the mind-control to do is to freeze off some natural empathy channels as well as implant illogical beliefs, etc. So the mind-controlled may feel much empathy for, say, abused children, whales, etc. There may also be empathy within like-minded family members. They may have empathy for characters in novels. Etc.
Third, I suggest you look into Political Ponerology, or anyway look at my recent posts on it. My guess is you might gain from doing this.
